BCJP CONSULTING is a company specialized in the field of services to persons presenting complex needs due to disabilities, homelessness, drug addiction, mental illness, and/or severe challenging behaviours. It is active in Canada, the USA and in Europe. The parent company is Bureau Conseil Jacques Pelletier, Inc.

Our firm brings an in-depth knowledge of North American and European human service systems that support individuals with complex psychosocial and medical needs. We have a long-standing history of delivering services to our clients through our world wide network of associates. We offer an eclectic range of services for clinicians, on-site workers, service management, senior management and policy-makers.

Principal

Jacques Pelletier is the firm's principal. He has completed an undergraduate degree in social sciences and criminology (BSc), a Masters in Public Administration (MPA) and evaluative research, as well as doctoral studies in social psychology (European Licentiate LPsy). He has extensive experience in developmental disabilities and dual diagnosis, and is a recognized program evaluator. He is known internationally as an expert in social policy development and analysis, evaluation research, clinical supports management and service systems organization for individuals with complex needs. He teaches in France to professionals who work with adults with complex needs. He has managed more than 400 audits and program evaluations in North America and Europe. He has assisted Courts and social services with cases involving criminal behaviour by mentally ill individuals.

Senior associates

Alain Dupont, LPsy, a psycho-sociologist specializing in psychiatric rehabilitation and program evaluation. A well-known writer and publisher in Switzerland, he is an expert in social psychiatry and rehabilitation, social economy, clinical observation, personal services planning, clinical supervision and counseling. His consulting firm, AD Consultants, is also associated with our firm.

Susan Farrell, Ph.D., C.Psych, is a clinical psychologist who is the Clinical Director of the Community Mental Health Program at the Royal Ottawa Hospital - Health Care Group in Eastern Ontario. Her department includes the Dual Diagnosis Consultation Outreach Team (DDCOT) and the Assertive Community Treatment Team (ACTT) for persons dually diagnosed. She is Assistant Professor in the Department of Psychiatry and Clinical Professor in the School of Psychology at the University of Ottawa. Dr. Farrell has extensive experience in developmental disabilities, dual diagnosis and is an expert in program evaluation.

André Blanchet, M.D., is a psychiatrist and medical rehabilitation specialist working in adult and child psychiatry and rehabilitation. He is a consultant to service agencies, governments, and family and consumer organizations in the United States, Canada, Australia, and Europe. Previously, he was the Executive Director of Family Lives, a parent-driven pediatric home care agency in Massachusetts and of the Medical Safeguards Project in Boston. He is the Past President of the Arc of Massachusetts as well as the Canadian Association for Community Living. He is Medical Advisor to Shriver Clinical Services in Boston and provides assistance on health related issues to the community of persons and organizations that provide supports and services to consumers of the Department of Mental Retardation (Massachusetts) and to Eastern Ontario agencies that serve individuals with severe behavioral challenges.
